STATE EMERGENCY MANAGMENT AGENCY:
SEMA maintains and operates a communications center in the SEOC. This facility provides daily communications for SEMA, and emergency communications for the Governor's Office, Missouri National Guard armories and other state agencies as required.
Communications Capabilities:
FEMA NATIONAL RADIO SYSTEM (FNARS) - 1 KW High Frequency Single Sideband (HF/SSB) radio capable of voice and data transmissions between state EOC's, FEMA Regions and FEMA National.
FEMA E-MAIL (CC-Mail) - E-Mail Messaging system on dial-up common user telephone lines provides near real time messaging to FEMA regions, other state EOC's and FEMA National.
NATIONAL WARNING SYSTEM (NAWAS) - Wire line voice circuit originating at the National Warning Center which connects the Alternate Warning Center, FEMA regional operating centers, key federal facilities (Military Command Posts, National Weather Service Offices, Earthquake Information Center, etc.). There are 62 local extensions in Missouri. The State EOC is the alternate State Warning Point. Missouri Highway Patrol Troop F is the State Primary Warning Point.
CORPS OF ENGINEERS (COE) - High frequency single sideband voice communications to district office, division offices, project offices, harbor facilities and emergency field units.
STATE EMERGENCY COMMUNICATIONS USING RADIO EFFECTIVELY (OPERATION SECURE)- High frequency single sideband voice and teletype network licensed for emergency communications within the state and with adjoining states. Twenty-five stations are presently licensed within the state for fixed station, transportable and mobile operation . Station call sign for the State EOC is WNBE830. The systems is normally tested each Wednesday morning at 0930 hrs on 5.140 MHz USB. Licensed operating frequencies are:

STATE HIGHWAY DEPARTMENT - Wire line remote control console access to State Highway Department statewide repeater network.
MISSOURI UNIFORM LAW ENFORCEMENT SYSTEM (MULES) - Wide area computer network connecting most county sheriffs offices, city police offices, university campus police offices and the news media.
HIGHWAY PATROL RADIO - Wire line remote access to the Missouri State Highway Patrol's statewide VHF low band network.
AMATEUR RADIO - High Frequency single sideband voice Radio Amateur Civil Emergency Service (RACES) station operating primarily on 3993.5 kHz and 7293.5 KHz. RACES call sign WC0AAG.
Amateur packet operating on 145.01 MHz and 145.09 MHz with BBS service capabilities. Amateur call sign N0QOI-1 and alias of SEOC. Amateur 2 meter and 70 cm voice capabilities as needed. Amateur television (ATV) - transportable or airborne transmit capability for rapid damage assessment/overhead direction and control.
VHF HIGH BAND - Limited Mobil VHF high band capability through a base station located in Jefferson City and repeaters in Portland and Rock Port. The Jefferson City base station is a four channel unit operating on SEMA's mobile frequency of 154.055 MHz, law enforcement mutual aid, sheriffs net, and Sheriffs point-to-point 155.985 input and 154.055 output with a sub-audible tone on 151.4 Hz on the input only. SEMA call sign is KCS-531. Frequencies are licensed for state-wide use.
VHF LOW BAND - Four VHF low band channels licensed state-wide with four channel base stations installed in Jefferson City, Rolla, Fort Leonard Wood, Waynsville, Lebanon and Houston. 45.12 MHz is used primarily for agency Mobile communic ations and limited point-to-point as required. 45.16 MHz is dedicated to point-to-point communications between existing base stations in Jefferson City, Fort Leonard Wood and the counties surrounding Fort Leonard Wood 45.20 and 45.24 MHz are available in State Highway Patrol vehicles. System call sign is KJF-874
MOBILE COMMUNICATIONS CENTER - SEMA maintains and operates a Mobile communications and command center vehicle. The vehicle contains several radio systems including a VHF high band repeater with telephone interconnect operating on 155.985 MHz input and 154.055 output and sub-audible tone of 151.4 Hz. Systems include connectivity to State Highway and Transportation system, Department of Conservation, State Water Patrol, Law Enforcement mutual aid, State Sheriffs net. The vehicle can be quickly configured to accommodate additional systems including amateur RACES and HF single sideband systems. A sixty foot telescoping antenna tower and seven kilowatt generator is included in the deployable package. The Mobile unit is maintained on a standby basis for dispatch to any disaster site in Missouri.
AUTOVON - Access to worldwide military telephone system through Missouri National Guard provided circuits.
CALLAWAY NUCLEAR POWER PLANT WARNING SYSTEM - Dedicated telephone ringdown net between Callaway Nuclear Power Plant, State EOC, Highway Patrol Troop F, and surround county emergency management agencies.
COOPER NUCLEAR POWER PLANT WARNING SYSTEM - Dedicated telephone ringdown net between Cooper Nuclear Station, State EOC, Highway Patrol Troop F and Nebraska Highway Patrol.
EMERGENCY ALERT SYSTEM (EAS) STATE ENTRY POINT - UHF remote broadcast capability from State EOC provides state level entrance into the Missouri Alert System for dissemination of statewide warnings and essential public.
TRANSPORTABLE SATELLITE COMMUNICATIONS PACKAGE - Brief case size satellite communications package provides single line dial telephone service from any location in North America.
FARM BUREAU E-MAIL - Satellite relayed two way messaging capability from each Farm Bureau county office to the State Emergency Operations Center
