24 Offenders Sentenced to the Department of Corrections
Kevin Hillman, Pulaski County Prosecuting Attorney announces that the following defendants were sentenced to terms of imprisonment in the Missouri Department of Corrections in Circuit Court action over the last two months.  Those offenders were:
 
 
  Roosevelt Overton of St. Robert. The defendant was on probation for Possession of a Controlled Substance with Intent to Distribute.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Wiggins granted the motion and sentenced the defendant to ten years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case. The defendant also pled guilty to Felonious Restraint.  Judge Wiggins sentenced him to four years in the Department of Corrections.  The St. Robert Police Department investigated this case.
   
  Rashidi Allen of St. Robert.  The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to seven years in the Department of Corrections.  The St. Robert Police Department investigated this case. The defendant also pled guilty to Possession of a Controlled Substance.  Judge Hickle sentenced him to seven years in the Department of Corrections.  The South Central Drug Task Force investigated this case.
   
  William Wethington of Dixon.  The defendant was on probation for Failure to Register as a Sex Offender.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to four years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case. The defendant also pled guilty to two counts of Possession of Child Pornography.  Judge Hickle sentenced him to six years in the Department of Corrections on each count.  The Missouri State Highway Patrol State Technical Assistance Team investigated this case.
   
  Derreck Sandberg of St. Robert.  The defendant was on probation for Domestic Assault in the Second Degree and Unlawful Use of a Weapon.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to seven years in the Department of Corrections on Domestic Assault and four years on the Unlawful Use of a Weapon.  The Pulaski County Sheriff’s Department investigated this case.
   
  Damian Alexander of Richland. The defendant was on probation for Assault in the Second Degree and Burglary in the Second Degree.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to two seven years sentences in the Department of Corrections.  The Pulaski County Sheriff’s Department and Waynesville Police Department investigated these cases.
   
  Raymond Haggard of St. Robert. The defendant was on probation for Burglary in the Second Degree.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to six years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
   
  Jerome Miller of Dixon. The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to seven years in the Department of Corrections.  The Lake Area Narcotics Group investigated this case.
   
  Devin Cardin of Dixon. The defendant was on probation for Burglary in the Second Degree and Tampering with a Motor Vehicle in the First Degree.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to two seven year sentences in the Department of Corrections.  The Pulaski County Sheriff’s Department and Waynesville Police Department investigated these cases.
   
  David Timmons of Dixon. The defendant was on probation for Possession of a Controlled Substance and Unlawful Possession of a Firearm.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to seven years in the Department of Corrections on the first count and five years on the second.  The Waynesville Police Department and St. Robert Police Department investigated these cases.
   
  Bennie Thompson of Summersville, Missouri. The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to seven years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
   
  Matthew Watkins of St. Robert. The defendant pled guilty to Domestic Assault in the Second Degree.  Judge Hickle sentenced the defendant to seven years in the Department of Corrections.  The Waynesville Police Department investigated this case.
   
  Travis Danielson of Waynesville. The defendant was on probation for Stealing.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to seven years in the Department of Corrections.  The Waynesville Police Department investigated this case.
   
  Daniel Ellzey of Dixon.  The defendant pled guilty to Domestic Assault in the
  Second Degree.  Judge Hickle sentenced the defendant to four years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
 
  Cody West of Richland.  The defendant pled guilty to Forgery.  Judge Beger sentenced the defendant to seven years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
   
  Jonathan Coffelt of Waynesville.  The defendant pled guilty to Domestic Assualt in the Third Degree.  Judge Hickle sentenced the defendant to four years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
   
  Bernard West of St. Robert.  The defendant pled guilty to Unlawful Possession of a Firearm.  Judge Beger sentenced the defendant to two years in the Department of Corrections.  The St. Robert Police Department investigated this case.
   
  Sharon Reeves of Sedalia, Missouri. The defendant was on probation for two counts of Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Beger granted the motion and sentenced the defendant to four years in the Department of Corrections on each count.  The Waynesville Police Department investigated this case.
   
  Luke White of Waynesville. The defendant was on probation for Assault in the Second Degree.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to five years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
   
  Blayne Kelly of St. Robert. The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to five years in the Department of Corrections.  The Waynesville Police Department investigated this case.
   
  Andrew Hildebrand of St. Robert. The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to two years in the Department of Corrections.  The Richland Police Department investigated this case.
   
  Logan Thomas of Wyconda, Missouri. The defendant was on probation for Arson  in the Second Degree.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to two years in the Department of Corrections.  The Waynesville Police Department investigated this case.
   
  Sherry Wissler of St. Louis, Missouri. The defendant was on probation for Property Damage in the First Degree.  After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Hickle granted the motion and sentenced the defendant to two years in the Department of Corrections.  The Richland Police Department investigated this case.
   
  Melissa Berry of Waynesville. The defendant was on probation for Burglary in the Second Degree and Stealing.  After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Hickle granted the motion and sentenced the defendant to three years in the Department of Corrections on each count.  The St. Robert Police Department and the Pulaski County Sheriff’s Department investigated these cases.
   
  Jessica Hunter of Richland.  The defendant pled guilty to Possession of a Controlled Substance.  Judge Hickle sentenced the defendant to two years in the Department of Corrections.  The Waynesville Police Department investigated this case.

25 Offenders Sentenced to the Department of Corrections
Kevin Hillman, Pulaski County Prosecuting Attorney announces that the following defendants were sentenced to terms of imprisonment in the Missouri Department of Corrections in Circuit Court action over the last two months.  Those offenders were:
 
  Dietrich Haggard of St. Robert. The defendant pled guilty to Trafficking of a Controlled Substance in the Second Degree.  Judge Hickle sentenced the defendant to ten years in the Department of Corrections.  The St. Robert Police Department investigated this case.
   
  Shane Green of Waynesville. The defendant pled guilty to Forgery and Stealing.  Judge Hickle sentenced the defendant to five years in the Department of Corrections for the forgery and seven years in the Department of Corrections for Stealing.  The St. Robert Police Department investigated these cases.
   
  Traven Atterbury of St. Robert. The defendant was on probation for Tampering in the First Degree.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to seven years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
   
  Ashley Burris of Waynesville.  The defendant was on probation for two counts of Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Beger granted the motion and sentenced the defendant to seven years in the Department of Corrections on each count.  The St. Robert Police Department and Waynesville Police Department investigated these cases.
   
 
  Jennifer Fowler of St. Robert.  The defendant was on probation for Possession of a Controlled Substance and Financial Exploitation of the Elderly.  After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Beger and Judge Hickle granted the motions and sentenced the defendant to seven years in the Department of Corrections on each count.  The Missouri State Highway Patrol and the Pulaski County Sheriff’s Department investigated these cases.

The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to five years in the Department of Corrections.  The Pulaski County Prosecutor’s Office was assigned as special prosecutor for Phelps County on this case.  The St. James Police Department investigated this case.
   
  Megan Henderson of Laquey.  The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Beger granted the motion and sentenced the defendant to four years in the Department of Corrections.  The Dixon Police Department investigated this case.
   
  James Moreland of Lebanon. The defendant was on probation for Passing Bad Checks.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to four years in the Department of Corrections.  The Pulaski County Prosecutor’s Office Bad Check Division investigated this case.
   
  Amber Santos of Dixon. The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Beger granted the motion and sentenced the defendant to four years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
   
  William Hammock of Richland. The defendant was on probation for felony Non-Support of a Child and Domestic Assault in the Second Degree.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to four years in the Department of Corrections on the Child Support count and five years on the Domestic Assault count.  The Pulaski County Sheriff’s Department investigated these cases.

The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to five years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
   
  Richard Harper of St. Robert. The defendant was on probation for Stealing.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Headrick granted the motion and sentenced the defendant to seven years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
   
  Morris Neal of Fulton, Missouri. The defendant was on probation for felony Non-Support of a Child.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to three years in the Department of Corrections.  The Child Support Enforcement Agency investigated this case.
   
  Benjamin Wieprecht of St. Robert. The defendant was on probation for felony Driving While Revoked.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Wiggins granted the motion and sentenced the defendant to four years in the Department of Corrections.  The St. Robert Police Department investigated this case.
   
  Justin Hammock of St. Robert. The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to seven years in the Department of Corrections.  The St. Robert Police Department investigated this case.

The defendant was on probation for Fraudulent Use of a Credit Device.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to five years in the Department of Corrections.  The St. Robert Police Department investigated this case.
   
  Zane Howser of Waynesville. The defendant pled guilty to Endangering the Welfare of a Child in the First Degree. Judge Beger sentenced the defendant to five years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
   
  Milagros Bray of St. Louis. The defendant pled guilty to Fraudulent Use of a Credit Device. Judge Hickle sentenced the defendant to five years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.

  Megan Kenney of Camdenton. The defendant pled guilty to two counts of Possession of a Controlled Substance. Judge Hickle sentenced the defendant to two years in the Department of Corrections on each count.  The Missouri State Highway Patrol investigated this case.
   
  Matthew Melching of Waynesville. The defendant pled guilty to Domestic Assault in the Third Degree. Judge Hickle sentenced the defendant to five years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.

3 CHARGED IN PULASKI COUNTY JAIL FIRE
Kevin Hillman, Pulaski County Prosecuting Attorney announces that he has filed charges of Arson in the First Degree against three individuals who allegedly set fire to the Pulaski County Jail while inmates.  The three are:
 
1.      Michael Elmer (DOB: 7/1986) of Waynesville.
2.      Steven Hilton (DOB: 8/1989) of Farmington.
3.      Dustin Maust (DOB: 1/1990) of St. Robert.
 
The Missouri State Fire Marshall sent a probable cause statement to the Prosecutor
alleging that these three set a small fire in the ceiling of a cell in the Pulaski County Jail on the night of July 3, 2018.  Although damage was very limited, it did require the complete evacuation of the inmates of the jail.
 
            All three individuals remain in jail on these charges in lieu of a $75,000 bond and other charges.
 
The Prosecutor’s Office reminds everyone that these charges are a mere allegation and all of the named individuals remain innocent until proven guilty.

IAN MILLER CHARGED WITH MURDER IN THE FIRST DEGREE AND ARMED CRIMINAL ACTION FOR
DEATH OF LANE KENNEDY OF CROCKER
Kevin Hillman, Pulaski County Prosecuting Attorney announces that Ian Miller, DOB: 12/1972, was charged today with Murder in the First Degree and Armed Criminal action related to the death of Lane Kennedy of Crocker on late Saturday night or early Sunday morning. Mr. Kennedy was found dead from gunshot wounds by the Pulaski County Sheriff’s Department at Mr. Miller’s home, where Mr. Kennedy had been staying.
 
 Mr. Miller is being held in the Pulaski County Jail in lieu of a $1 million bond.  The case is still under investigation by the Pulaski County Sheriff’s Department and additional charges may be filed.

Kevin Hillman, Pulaski County Prosecuting Attorney announces that Shawn Bommarito, DOB: 4/1980, was charged yesterday with Murder in the First Degree and Armed Criminal action related to the death of William Fancher of Crocker on late Friday night or early Saturday morning. Mr. Fancher was found dead in his home by Crocker Police with his throat slit and stabbed on Saturday morning.
 
 Mr. Bommarito is being held in the Pulaski County Jail in lieu of a $1 million bond.  The case is still under investigation by the Crocker Police Department and the Division of Drug and Crime Control of the Missouri State Highway Patrol and additional charged may be filed.

27 Offenders Sentenced to the Department of Corrections
Kevin Hillman, Pulaski County Prosecuting Attorney announces that the following defendants were sentenced to terms of imprisonment in the Missouri Department of Corrections in Circuit Court action over the last two months.  Those offenders were:
 
  Jordan Sutherland of Steelville.  The defendant pled guilty to Robbery in the Second Degree.  Judge Hickle sentenced the defendant to fifteen years in the Department of Corrections.  The St. Robert Police Department investigated this case.
   
  Kevin Loggins of St. Louis.  The defendant pled guilty to Possession of a Controlled Substance as a prior and persistent offender.  Judge Beger sentenced him to nine years in the Department of Corrections.  The Waynesville, St. Robert, and Pulaski County Sheriff’s Department investigated this case.
   
  Lisa Skinner of Waynesville.  The defendant was on probation for Possession of a Controlled Substance with Intent to Distribute and Possession of a Controlled Substance. After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Beger granted the motion and sentenced the defendant to seven years on one count and four years on the second count in the Department of Corrections.  The St. Robert and Waynesville Police Departments investigated these cases.
   
  Autumn King of St. Charles. The defendant was on probation for Burglary in the Second Degree. After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Hickle granted the motion and sentenced the defendant to five years in the Department of Corrections.  The St. Robert Police Department investigated this case.
   
  Celeste Winters of Dixon.  The defendant was on probation for Possession of a Controlled Substance. The defendant also pled guilty to Stealing.  Judge Beger sentenced her to three years in the Department of Corrections.  As a result of her new charge, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Beger granted the motion and sentenced the defendant to three years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated these cases.
   
  Jacob Watson of Waynesville.  The defendant was on probation for Forgery. After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to two years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
   
  Johnnie Dampf of Waynesville. The defendant was on probation for two counts of Possession of a Controlled Substance. After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Hickle granted the motion and sentenced the defendant to seven years on one count and four years on the second count in the Department of Corrections.  The St. Robert Police Department investigated these cases.

The defendant pled guilty to Domestic Assault in the Second Degree.  Judge Headrick sentenced the defendant to five years in the Department of Corrections.  The defendant was also on probation for Unlawful Possession of a Firearm.  As a result of the new charge, the Prosecutor’s Office filed a motion to revoke the defendant’s probation.  Judge Headrick granted the motion and sentenced the defendant to five years in the Department of Corrections.  The St. Robert Police and Pulaski County Sheriff’s Departments investigated these cases.
   
  Daniel Scrabeck of Richland.  The defendant was on probation for Resisting Arrest. After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to two years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
   
  Matthew Pettijohn of Richland. The defendant pled guilty to Stealing.  Judge Beger sentenced the defendant to five years in the Department of Corrections.  The defendant was also on probation for Receiving Stolen Property.  As a result of the new charge, the Prosecutor’s Office filed a motion to revoke the defendant’s probation.  Judge Beger granted the motion and sentenced the defendant to five years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated these cases.
   
  Hayden Campbell of Dixon.  The defendant pled guilty to Assault in the Third Degree.  Judge Hickle sentenced the defendant to seven years in the Department of Corrections.  The defendant was also on probation for Distribution of More than 5g of Marijuana.  As a result of the new charge, the Prosecutor’s Office filed a motion to revoke the defendant’s probation.  Judge Hickle granted the motion and sentenced the defendant to seven years in the Department of Corrections.  The Dixon Police Department investigated these cases.
   
  Lawrence Urban of Waynesville.  The defendant was on probation for Possession of a Controlled Substance. After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to five years in the Department of Corrections.  The Missouri State Highway Patrol investigated this case.
   
  James Creighton of St. Robert.  The defendant pled guilty to felony Non-Support of a Child.  Judge Hickle sentenced the defendant to two years in the Department of Corrections. The Child Support Enforcement Agency investigated this case.
   
  Jonnie Burns of St. Robert.  The defendant was on probation for Burglary in the Second Degree. After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to three years in the Department of Corrections.  The St. Robert Police Department investigated this case.

After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to six years on the Domestic Assault in the Second Degree count, seven years on the Possession of a Controlled Substance count, two years on the Resisting Arrest county, and two ears on the Domestic Assault in the third degree county, in the Department of Corrections.  The Pulaski County Sheriff’s Department and the Missouri State Highway Patrol investigated these cases.

  Tanya Simpson of Waynesville.  The defendant pled Delivering a Controlled Substance into a Jail.  Judge Hickle sentenced the defendant to two years in the Department of Corrections.  The Waynesville and Pulaski County Sheriff’s Department investigated this case.
   
  David Williams of Waynesville.  The defendant pled guilty to Resisting Arrest.  Judge Beger sentenced the defendant to three years in the Department of Corrections.  The St. Robert Police Department investigated this case.
   
 “Taking offenders off the streets and putting them in prison where they belong is a team effort, and I applaud the police officers, probation officers, and my assistant prosecutors who work together to get the mission accomplished,” said Prosecuting Kevin Hillman.  “Offenders need to understand that if they will not comply with the law, there will be consequences.”

Sex Offender Sentenced to Twenty Years in the Department of Corrections
Kevin Hillman, Pulaski County Prosecuting Attorney announces that David Trower of Richland, pled guilty last week to two counts of Sodomy in the First Degree.  Trower was accused of sexually assaulting two different women in the Richland area in 2014.  The cases were delayed during mental competency proceedings.  Judge Hickle sentenced him to twenty years in the Department of Corrections on each count.  In addition, Trower will be required to register as a sex offender for life should he be released from prison. 
 
 “I want to thank the Richland Police Department for all of their hard work on this case.  I want to specifically commend Officer Matt Cordoves for his investigation of this case.  Finally, I want to thank the courage of the victims who came forward to report these crimes which allowed us to successfully investigate and prosecute Mr. Trower and send him to prison where he belongs,” said Prosecuting Attorney Kevin Hillman.

LINDSAY DEBAULT SENTENCED TO 20 YEARS AND 10 YEARS FOR THE MURDER AND BURGLARY OF KEITH BRIDWELL

Kevin Hillman, Pulaski County Prosecuting Attorney announces that in Circuit Court today, Judge Beger sentenced Lindsay Debault of Rolla to twenty years in the Department of Corrections for the Murder of Keith Bridwell.  Mr. Bridwell was found shot to death in his home in the Big Piney area in August 2016. Judge Beger also sentenced her to ten years in the Department of Corrections for the charge of Burglary in the First Degree. 
 
The sentences are the result of her plea agreement to plead guilty to Murder in the Second Degree and Burglary in the First Degree and cooperate with the State and provide testimony in the prosecution of Michael Talley.  Mr. Talley was previously sentenced by Judge Beger to life imprisonment for his role in the murder. Mr. Talley and Ms. Debault were
 
“I want to commend the work of the Pulaski County Sheriff’s Department for their investigation into this matter, especially Detective Christian Butler, who was the lead investigator.  I also want to thank the Springfield Police Department who assisted with the apprehension and investigation of the two defendants.   Jericho Lewis of St. Robert. The defendant pled guilty to Resisting Arrest.  Judge Beger sentenced the defendant to two years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
   
  Jimmy Hein of St. Robert.  The defendant pled guilty to Resisting Arrest. Judge Hickle sentenced the defendant to two years in the Department of Corrections. The Pulaski County Sheriff’s Department investigated this case.
   
  Logan Atterberry of Dixon. The defendant pled guilty to Damage to Jail Property. Judge Hickle sentenced the defendant to four years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.

Crime Victims’ Rights Week Activities Raise Awareness and over
$600 for Crime Victim Service Organizations
April 7-14, 2018 was observed nationwide as Crime Victims’ Rights Week. This year’s theme was Expand the Circle, Reach all Victims.  The Pulaski County Prosecutor’s Office hosted two events during Crime Victims’ Rights Week last week to highlight issues faced by victims of crime and to raise funds to support local organizations supporting victims. 
 
The first event was the 7th Annual Crime Victims’ Rights Week lunch.  The event was co-hosted by the Prosecutor’s Office, Kids’ Harbor, Good Samaritan of the Ozarks, and the Pulaski County Rotary Club and was held at Hampton Inn in St. Robert.  Bo Hecktor, a victim advocate from Union, Missouri, shared the story of her journey from being a crime victim to now helping others cope with similar experiences. 
 
The second event was the 7th Annual Crime Victims’ Rights Week Benefit Golf Tournament at the St. Robert Municipal Golf Tournament hosted by Prosecuting Attorney Kevin Hillman.  The purpose of this event was to have fun playing golf while raising money for organizations that serve victims of crime in Pulaski County.  In the past, funds have been distributed to Kids’ Harbor, Genesis House, and the Pulaski County Humane Society.  This year, the tournament raised over $600 for these organizations.
 
“Far too often, the criminal justice system focuses on the criminal and forgets about the victim.  The intent of these events is to both raise awareness of the issues victims of crime face and to help support some great organizations in Pulaski County that are assisting victims of crime every day,” said Prosecuting Attorney Kevin Hillman.  “I want to thank everyone who came out to support these events and to our wonderful sponsors who helped us raise money to give to some great organizations helping crime victims right here in Pulaski County.”

MICHAEL TALLEY SENTENCED TO LIFE IN PRISON FOR
THE MURDER OF KEITH BRIDWELL
 Kevin Hillman, Pulaski County Prosecuting Attorney, announces that today in Circuit Court action Circuit Judge John Beger sentenced Michael Talley to life imprisonment on the charge of Murder in the Second Degree for his role in the killing of Keith Bridwell in Big Piney in August. 2016.  In addition, Judge Beger sentenced Mr. Talley to twenty years on the charge of Robbery in the First Degree.
 
Mr. Talley of Mountain Home, Arkansas, formerly from Dixon, Missouri, had pled guilty to the charges in November 2017.  Another co-defendant, Lindsey Debault, has also pled guilty to Murder in the Second Degree and Burglary in the First Degree.  Her sentencing is set for April 13, 2018.
 
“I want to commend the excellent police work by the Pulaski County Sheriff’s Department that went into solving this crime which resulted in this life sentence,” said Prosecuting Attorney Kevin Hillman. “Specifically I want to commend Detective Christian Butler who spent numerous hours investigating this case. I also want to recognize all of the deputies and detectives, as well as the Springfield Police Department, who worked to bring this murderer to justice. Finally I want to thank the Bridwell family for all of their cooperation and patience as this case progressed.”

Pulaski County Alternative Treatment Court Report

            My office often releases reports on those who have been charged with crimes, as well as those defendants who receive a sentence to the Department of Corrections.  I often read comments questioning why defendants with convictions involving drug offenses receive sentences to the Department of Corrections and not treatment.  The answer is usually incarceration is not taken without exhausting numerous other options, including probation, treatment, and possibly Alternative Treatment Court.
 
            While we often focus on the folks who fail and ultimately end up with a prison sentence, there is a brighter side to the story.  Just this month, six defendants who were all addicted to heroin, methamphetamine, or other drugs graduated from the Drug Court Program.  Since 2010, Pulaski County has had a successful Drug Court that serves as a valuable alternative to incarceration and offers those with a serious addition problem hope.  In 2012, the Court was expanded to be called Alternative Treatment Court when a Veterans Treatment Court was added.
 
            Before we look at the statistics, who do these programs serve?  In order to be eligible for Drug Court, a person must be facing felony charges or be on probation for a felony offense and have a drug addiction problem.  Many times, the defendants who enter drug court have failed on a lesser form of probation and Drug Court is a last community treatment option before they go to the Department of Corrections.  Veterans Treatment Court is open to any veteran with an Honorable or General Discharge and is facing either a felony or misdemeanor offense and would benefit from treatment offered by the Department of Veterans Affairs.  Many of these veterans suffer from some form of addiction, either drug or alcohol, or suffer from the effects of Post-Traumatic Stress disorder and these conditions were a factor in their criminal conduct.
 
            Both programs offer an intensive probation, enhanced supervision, and at the beginning of the program, weekly court appearances.  The participants are subject to curfew checks, searches at any time, and random drug testing multiple times per week.  The participants also receive intensive treatment tailored to their situation either through a Treatment Court provider or the Veterans Administration provider.  The bottom line is the programs are not easy to complete, but if completed, the participant has earned their graduation through good behavior and staying drug and alcohol free.
 
            Since 2010, there has been 33 defendants who graduated from the Drug Court program.  These 33 participants, who successfully completed the program, earned 17,312 clean days while in the program, or days without use of drugs or alcohol.  In addition to getting these defendants off drugs, which is the underlying cause of many crimes, it also saves taxpayers significant money. The average cost of incarceration in Missouri is $22,187 per inmate.  If those 33 graduates had been sentenced to the minimum sentence of two years in the Department of Corrections instead of completing Drug Court, it would have cost the taxpayers of Missouri $1,464,342 in cost.  In comparison, Drug Curt costs approximately $7000 per year per participant.  Thus, the resulting savings is over $1 million dollars for these 33 defendants.
 
            21 defendants have graduated from the Veterans Treatment Court since 2012.  There are currently 8 participants in the Veterans Court program. Using average incarceration costs and minimum sentences, using Veterans Treatment Court versus incarceration results in a cost savings to the taxpayer of nearly half a million dollars.
 
            For these reasons, I, along with my office, fully support and participate in the Alternative Treatment Court.  These programs help people with addiction, prevent future crimes, save taxpayer money, and offer a valid alternative to incarceration.  If you know someone who is currently involved in the criminal justice system in Pulaski County and would benefit from Alternative Treatment Court, please contact my office at 573-774-4770.

Kevin Hillman, Pulaski County Prosecuting Attorney announces that the following defendants were sentenced to terms of imprisonment in the Missouri Department of Corrections in Circuit Court action over the last two months.  Those offenders were:
 
  David Hicks of St. Robert.  The defendant was on probation for Burglary in the Second Degree.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to four years in the Department of Corrections.  The St. Robert Police Department investigated this case.
   
  Issac Eastham of Richland.  The defendant was on probation for Possession of Drug Paraphernalia, Receiving Stolen Property, and Burglary in the Second Degree.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to seven years in the Department of Corrections on each charge.  The Lake Area Narcotics Enforcement Group, the Pulaski County Sheriff’s Department and the Richland Police Department investigated these cases.
   
  Jacquetta Richey of Crocker.  The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Hickle granted the motion and sentenced the defendant to seven years in the Department of Corrections.  The St. Robert Police Department investigated this case.
   
  Cain Walton of St. Robert.  The defendant was on probation for Attempted Robbery in the Second Degree.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to seven years in the Department of Corrections.  The St. Robert Police Department investigated this case.
   
  Christopher Brown of Dixon. The defendant was on probation for Unlawful Possession of a Firearm.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to seven years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
   
  Amy Tyndall of Park Hills, MO.  The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Hickle granted the motion and sentenced the defendant to seven years in the Department of Corrections.  The Missouri State Highway Patrol investigated this case.

  Nathan Jarvis of Waynesville.  The defendant pled guilty to Domestic Assault in the Third Degree.  Judge Hickle sentenced the defendant to four years in the Department of Corrections.  The Waynesville Police Department investigated this case.
   
  Sean Skaggs of Dixon.  The defendant pled guilty to Stealing.  Judge Beger sentenced the defendant to four years in the Department of Corrections.  The Missouri State Highway Patrol investigated this case.
   
  Brandon Veasman of Dixon.  The defendant pled guilty to felony Driving While Revoked as a prior and persistent offender.  Judge Long sentenced him to five years in the Department of Corrections.  The Dixon Police Department investigated this case.

GUILLERMO CASTRO SENTENCED TO 20 YEARS IN THE
DEPARTMENT OF CORRECTIONS FOR CHILD MOLESTATION
Kevin Hillman, Pulaski County Prosecuting Attorney announces that in Circuit Court this week, Judge Hickle sentenced Guillermo Jose Martinez Castro (DOB: 10/1982), of St. Robert, to twenty years in the Department of Corrections.  Mr. Castro pled guilty in November 2017 to one count of Child Molestation in the First Degree.
 
The Pulaski County Sheriff’s Department began an investigation into Mr. Castro’s conduct in July 2017 after allegations of molestation arose.  Mr. Castro was arrested shortly thereafter by members of the Sheriff’s Department.  Mr. Castro was on active duty in the United States Army at the time of the incident.  After coordination between the Pulaski County Sheriff’s Department, Army Criminal Investigations Command (CID), the Fort Leonard Wood Office of the Staff Judge Advocate, the Pulaski County Prosecutor’s Office, and the victim’s family, it was agreed that the case would proceed in the Missouri state court system.
 
“I want to commend the work of the Pulaski County Sheriff’s Department for their investigation into this matter, especially Deputy Lynn Bays and Detective Nicole Cunningham.  I want to thank the victim and his/her family for all of their help and patience as the case proceeded. I also appreciate the assistance of Kids’ Harbor, Army CID, and the Fort Leonard Wood Office of the Staff Judge Advocate in this case,” said Kevin Hillman, Pulaski County Prosecuting Attorney. “This was truly a team effort to get a predator like this off the street and into prison where he belongs.”

Charges Filed in Double Murder
 Kevin Hillman, Pulaski County Prosecuting Attorney announces that he has charged Richard Romel Taylor (DOB 8/73) of Devil’s Elbow, Missouri, with two counts of Murder in the First Degree, two counts of Assault in the First Degree, and four counts of Armed Criminal Action related to the shooting incident on Houston Road on January 11, 2018 in Pulaski County.
 
Judge Colin Long has issued a warrant for his arrest and set it as no bond.  Mr. Taylor remains at large and should be considered armed and dangerous.  He is currently on probation for Federal drug charges and has a prior conviction for a murder in Cook County, Illinois in 1990.
 
The case number for this case is 18PU-CR00068.

Details of the Pulaski County Prosecutor’s Office
Actions in the Charles Huizar cases
A recent story done by Springfield television stations KY3 and KSPR contains claims that this office did nothing to assist a victim and is responsible for the Defendant’s criminal conduct. The Prosecutor’s Office understands that the victim is going through a difficult time and her anger and frustration are understandable.  Unfortunately, the story did not review the Court records to see what, if any action, the Prosecutor’s Office took in regards to this case.  Below is a timeline of the events in this case:
 
On June 28, 2016, Mr. Huizar pled guilty to Domestic Assault in the Second Degree, was sentenced to serve seven years in the Department of Corrections, with the sentence suspended, and placed on five years probation.  The victim was aware of this sentence, and requested that the no contact order that had been in place be lifted once Mr. Huizar was released from the Pulaski County Jail.
 
On February 28, 2017, the Prosecutor’s Office filed the first motion to revoke Mr. Huizar’s probation in this case.  On March 10, 2017, the Court issued a summons ordering Mr. Huizar to appear in Court on April 6, 2017.
 
On April 6, 2017, the defendant appeared and requested a continuance and it was granted to May 3, 2017.
 
On May 3, 2017, the Defendant appeared and the Court ordered him to get a substance abuse evaluation and follow any recommendations of that evaluation.
 
On May 16, 2017, the Prosecutor’s Office filed its second motion to revoke the defendant’s probation.
 
On May 19, 2017, the Prosecutor’s Office filed its third motion to revoke the defendant’s probation.
 
On May 23, 2017, the Court issued a summons ordering the defendant to appear in court on June 7, 2017.
 
On June 7, 2017, the defendant appeared in court, and requested counsel after the Prosecutor’s Office announced that it was seeking to revoke his probation and have his sentence in prison executed. The Court reset his case to August 8, 2017 for the defendant to obtain an attorney or apply for a public defender.
 
On July 11, 2017, the Prosecutor’s Office filed the fourth motion to revoke the defendant’s probation.
 
On July 25, 2017, the Prosecutor’s Office filed new charges of Domestic Assault in the Third Degree against the defendant and requested a warrant for his arrest.  A warrant was issued; the defendant was arrested and held in the Pulaski County jail in lieu of a $25,000 cash or surety bond.  The Prosecutor’s Office also requested a no contact order for the defendant to have no contact with the victim, which was granted.
 
On August 1, 2017, the Prosecutor’s Office filed the fifth motion to revoke the defendant’s probation.
 
On August 7, 2017, the defendant posted the $25,000 cash or surety bond and was released from the Pulaski County Jail.
 
On August 9, 2017, the defendant appeared in court, had a public defender appointed to represent him, and the case was set for September 6, 2017 for hearing.
 
On August 25, 2017, the Prosecutor’s Office filed the sixth motion to revoke the defendant’s probation.
 
On September 6, 2017, the Court set all of the defendant’s motions to revoke for hearing on November 8, 2017.  The State subpoenaed its witnesses, to include the victim, for this hearing.  The State announced that it will object to any further continuances in the case and the Court informed the defendant that the hearing will be held on that date absent compelling reasons.
 
On October 13, 2017, the Prosecutor’s Office filed the seventh motion to revoke the defendant’s probation.
 
On November 7, 2017, the Prosecutor’s Office filed new charges against the defendant for events that occurred that day.  Those charges are Stalking in the First Degree, Tampering with a Witness, Property Damage in the First Degree and Harassment.  The Prosecutor’s Office requested another warrant and the Court issued a warrant with a bond of $500,000.
 
On November 8, 2017, the defendant failed to appear in Court and a capias warrant was  issued.
 
The Prosecutor’s Office met with the victim regularly in this case to keep her informed of the progress of this case and to listen to her concerns.  The Prosecutor’s Office understands and shares her frustration with the speed of the criminal justice system.  However, for the story to say that the Prosecutor’s Office has done nothing is incorrect.
 
The Pulaski County Prosecutor’s Office takes domestic violence crimes seriously.  These crimes are some of the most difficult in the criminal justice system.  Due to the difficulty of these cases, this office has an assistant prosecutor whose sole responsibility is the prosecution of these types of cases.
 
The Prosecutor’s Office remains committed to bringing Mr. Huizar to justice for his criminal conduct. The Prosecutor’s Office has filed numerous charges and motions to revoke his probation and intends to go forward on all of these charges and motions.  There are several warrants for Mr. Huizar’s arrest.  If anyone has any information on Mr. Huizar’s location, please report it immediately to the Pulaski County Sheriff’s Department or any local law enforcement agency.
 
The Prosecutor’s Office reminds everyone that the defendant in this case remains innocent until proven guilty in a court of law.

MICHAEL TALLEY PLEADS GUILTY TO MURDER AND ROBBERY FOR HIS ROLE IN THE DEATH OF KEITH BRIDWELL IN BIG PINEY IN JULY 2016
Kevin Hillman, Pulaski County Prosecuting Attorney announces that Michael Talley of Mountain Home, Arkansas, formerly from Dixon, Missouri pled guilty today to the charges of Murder in the Second Degree and Robbery in the First Degree for his role in the killing of Keith Bridwell in Big Piney in August. 2016. 
 
Circuit Judge John Beger set sentencing for March 14, 2018 at 1 pm.  Mr. Talley faces the possibility of a sentence of up to two life sentences in the Missouri Department of Corrections.
 
Mr. Talley’s co-defendant, Lindsey Debault, previously pled guilty to Murder in the Second Degree and Burglary in the First Degree.  Ms. Debault agreed to cooperate with the State and provide truthful testimony against Mr. Talley.  Her sentencing will occur once Mr. Talley’s case is complete. 
 
“The hard work of the Pulaski County Sheriff’s Department in investigating this case has allowed us to proceed to this point.  I especially want to commend Detective Christian Butler for his investigation of this case.” said Prosecuting Attorney Kevin Hillman. “These two pleas are a direct reflection of the solid evidence that Detective Butler and the Sheriff’s Department put together solving this murder.”

  • Michael Harland of Richland.  The defendant pled guilty to Child Molestation in the Second Degree and Statutory Sodomy.  Judge Beger sentenced him to twelve years in the Department of Correction on the first count and seven years on the second count.  The Pulaski County Sheriff’s Department investigated this case.
 
 
  • Angel Galarza of Staten Island, NY.  The defendant was on probation for Domestic Assault in the Second Degree.  After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Beger granted the motion and sentenced the defendant to seven years in the Department of Corrections.  The St. Robert Police Department investigated this case.
 
 
  • Shaun Terry of Devil’s Elbow.  The defendant pled guilty to Assault in the Second Degree.  Judge Beger sentenced him to seven years in the Department of Correction.  He was also on probation for Possession of a Controlled Substance.  As a result of his plea of guilty, his probation was revoked and he was sentenced to seven years in the Department of Corrections on that count.  The St. Robert Police Department investigated both of these cases.

Kevin Hillman, Pulaski County Prosecuting Attorney announces that Kevin Jennings of Crocker, was sentenced today in Circuit Court action by Judge John Beger.  Jennings had previously pled guilty to the charges of Manslaughter in the First Degree as a prior and persistent offender and Felony Driving While Revoked.  Those charges arose from a traffic accident on Missouri Highway 133 between Crocker and Dixon that killed the passenger in his vehicle, Tabitha Barnhart of Dixon, in November 2014. 
 
Jennings was driving in excess of ninety miles per hour at the time of the accident, was under the influence of several different controlled substances at the time, lost control of his vehicle causing it to spin, leave the roadway, and strike a tree.  Ms. Barnhart was a passenger in the vehicle and was pronounced dead at the scene.  The Prosecutor’s Office asked for and received a search warrant for Jennings’ blood revealing several controlled substances in it at the time of the accident.
 
Judge Beger sentenced Jennings to fifteen years in the Department of Corrections for the Manslaughter charge and four years in the Department of Corrections for the Driving While Revoked charge.  He ordered those sentences to run concurrent with one another, but to run consecutive to the six-year sentence Jennings is currently serving in the Department of Corrections for Possession of a Controlled Substance charge from Maries County.
 
“Unfortunately driving while intoxicated, whether it be alcohol or drugs, often results in tragedies like this,” said Prosecuting Attorney Kevin Hillman.  “When you get behind the wheel while intoxicated, you need to be prepared to go to prison for a long time if you kill or injure someone, as this case demonstrates. I want to thank Trooper Greg Hackett and Trooper Scott Richardson of the Missouri State Highway Patrol for their hard work investigating this case.  I also want to thank several Good Samaritan witnesses who stopped, helped as much as they could, and provided valuable information to the Troopers on the scene as well my office.  Finally, I want to thank the victim’s family for their cooperation and patience through this process.”
