  • Valor7: Yes and no. We talked details and options until we were blue in the face but I never heardbring it over, it was always the time was not right for the issue to pass. Glad to see the time in now right and I for one shall vote yes on the ballot. I would urge all others to do the sameour county is busting at the seams crimewise and no matter how many bad guys we send off there always seems to someone to replace them. The Sheriff's Office needs the help.

THREE SEX OFFENDERS SENTENCED TO LENGHTY PRISON SENTENCES

Pulaski County Prosecuting Attorney Kevin Hillman announces that in Circuit Court action over the last two weeks, three sex offenders have been successfully prosecuted, found guilty, and sentenced to long prison sentences for their crimes.  The offenders are:
 
Jeffrey Waters, DOB 3-1982, of Waynesville.  A Pulaski County jury, after a four day trial, found the defendant guilty of one count of Statutory Sodomy in the First Degree and one count of Attempted Statutory Sodomy in the First Degree.  Judge Beger sentenced the defendant to ten years on one count and eight years on the other count with the sentences to run consecutive for a total of eighteen years. This case was investigated by the Pulaski County Sheriff’s Department and prosecuted by Assistant Prosecuting Attorneys Ken Clayton and Bryce Crowley.
 
Roy Collins, DOB 6-1963, of Brooksville, Florida, but originally from Laquey.  The Defendant pled guilty at a pretrial conference to one count of Statutory Rape in the First Degree and one count of Incest.  Judge Beger sentenced the defendant to twenty-one years on one count and four years on the second count with the sentences to run consecutive for a total of twenty-five years.  This case was investigated by the Pulaski County Sheriff’s Department and the Brooksville, Florida Police Department and prosecuted by Prosecuting Attorney Kevin Hillman and Assistant Prosecuting Attorney Matt Miller.
 
Brandon Monell, DOB 08-1989 of Crocker.  The defendant pled guilty to one count of Statutory Rape in the Second Degree, one count of Child Endangerment by Sexual Contact, and one count of Possession of a Controlled Substances.  Judge Beger sentenced the defendant to six years on each count, with the sentences to run consecutive for a total of eighteen years.  These cases were investigated by the Crocker Police Department and Pulaski County Sheriff’s Department and prosecuted by Prosecuting Attorney Kevin Hillman and Assistant Prosecuting Attorney Matt Miller.
 
“I know Pulaski County will be a safer place, especially for our children, with these three offenders in prison for a long time,” said Prosecuting Attorney Kevin Hillman.  “I want to commend the hard work of the Pulaski County Sheriff’s Department and Crocker Police Departments for their investigation of these cases.  I also want to thank the efforts of the staff at Kids’ Harbor for their work on these cases.  Finally, I want to commend my staff for their hard work getting sentences such as these.

FORMER PULASKI COUNTY SHERIFF’S DEPARTMENT TRANSPORT DEPUTY CHARGED WITH SEXUAL CONTACT WITH AN INMATE
Kevin Hillman, Pulaski County Prosecuting Attorney announces that Donald E. Sapp, DOB: 3/1957 of Lynchburg, Missouri was charged by Morgan County Prosecuting Attorney Dustin Dunklee with one count of Sexual Contact with a Prisoner.
 
In early January, a Pulaski County inmate disclosed to Pulaski County law enforcement officers that she had engaged in sexual activity with a Pulaski County Deputy during a transport from the Chillicothe Correctional Facility to the Pulaski County Jail.  Pulaski County Sheriff Jimmy Bench immediately contacted the Missouri State Highway Patrol and requested the Division of Drug and Crime Control (DDCC) initiate an investigation into the matter.  Sheriff Bench also placed Deputy Sapp on a leave of absence, ordered him to have no contact with the Department and Deputy Sapp resigned his commission with the Sheriff’s Department soon thereafter.
 
DDCC immediately began an investigation and obtained two search warrants with the assistance of the Pulaski County Prosecutor’s Office for DNA and a cell phone.  In addition, DDCC conducted several interviews.  In the process of this investigation, it was determined that the sexual activity most likely occurred at a conservation area located in Morgan County.
 
DNA results were obtained in late June confirming details of the inmate’s story.  On June 29, 2017, DDCC investigators submitted a probable cause affidavit alleging the offense of Sexual Contact with a Prisoner.  After coordination between the Pulaski County Prosecutor Kevin  Hillman and Morgan County Prosecutor Dustin Dunklee, it was determined that the best venue for criminal charges was Morgan County as the sexual acts occurred there.
 
On July 5, 2017, Morgan County Prosecutor filed a complaint in the Circuit Court of Morgan County alleging one count of Sexual Contact with a Prisoner and requested a warrant.  Judge Stephen Grantham issued a warrant in the amount of $50,000 cash or surety.
A copy of the complaint and probable cause statement are attached.
 
The Prosecutor’s Office reminds everyone that these charges are merely an accusation and the person named herein remains innocent until proven guilty in a court of law.

26 Offenders Sentenced to the Department of Corrections
 Kevin Hillman, Pulaski County Prosecuting Attorney announces that the following offenders were sentenced to terms of imprisonment in the Missouri Department of Corrections in Circuit Court action over the last two months.  Those offenders were:
 
1.      James Sherrell of Dixon.  The defendant pled guilty to Resisting Arrest, Escape, and Assault on a Law Enforcement Officer in the Second Degree.  Judge Beger sentenced the defendant to a total of 9 years imprisonment in the Department of Corrections, consecutive to the eleven years imprisonment previously imposed by Judge Hickle on a separate case.  The Pulaski County Sheriff’s Department investigated this case.
 
2.      John Findley of Columbia.  The defendant pled guilty to Assault in the Second Degree (by DWI).  Judge Wiggins sentenced the defendant to seven years in the Department of Corrections.  The Missouri State Highway Patrol investigated this case.
 
3.      Dakota Phillips of Crocker.  The defendant was on probation for Burglary in the Second Degree.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to four years in the Department of Corrections.  The Crocker Police Department investigated this case.
 
4.      Megan Coler of Dixon.  The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Beger granted the motion and sentenced the defendant to six years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
 
5.      Charles Lariver of Colorado Springs, Colorado.  The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to five years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
 
6.      Phillip Carter, Sr. of Waynesville.  The defendant was on probation for Possession of a Controlled Substance with Intent to Distribute.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to seven years in the Department of Corrections.  The Richland  Police Department investigated this case.
 
7.      Cissy Inman of Swedeborg.  The defendant was on probation for Tampering in the First Degree.  After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Beger granted the motion and sentenced the defendant to five years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
 
8.      Lester Vogt of Waynesville.  The defendant was on probation for Assault in the Second Degree.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to five years in the Department of Corrections.  The St. Robert Police Department investigated this case.
 
9.      Donald Winebrenner of Crocker.  The defendant was on probation for two counts of Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to seven years in the Department of Corrections on each count.  The Waynesville Police Department investigated this case.
 
10.  Joseph Kelly of Waynesville.  The defendant was on probation for Receiving Stolen Property.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to five years in the Department of Corrections.  The Waynesville Police Department investigated this case.
 
11.  Rocky Fullington of Waynesville. The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to five years in the Department of Corrections.  The St. Robert Police Department investigated this case.
 
12.  Joshua Wills of Jefferson City.  The defendant was on probation for Property Damage in the First Degree.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to four years in the Department of Corrections.  The St. Robert Police Department investigated this case.
 
13.  Jamie Hill of Nixa.  The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to five years in the Department of Corrections.  The St. Waynesville Police Department investigated this case.
 
14.  Chandra Randall of Waynesville.  The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Hickle granted the motion and sentenced the defendant to four years in the Department of Corrections.  The St. Robert Police Department investigated this case.
 
15.  Lucas Slawson of Dixon.  The defendant was on probation for Failing to Register as a Sex Offender.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to four years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
 
16.  Robert Baxter of Springfield.  The defendant was on probation for Driving While Revoked and Failure to Appear.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to four years in the Department of Corrections on each charge.  The Pulaski County Sheriff’s Department investigated this case.
 
17.  Clarence Smith of Dixon.  The defendant was on probation for felony Non-Support of a Child.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to two years in the Department of Corrections.  The Child Support Enforcement Agency investigated this case.
 
18.  Amanda Moran of St. Robert. The defendant was on probation for Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Beger granted the motion and sentenced the defendant to five years in the Department of Corrections.  The Waynesville Police Department investigated this case.
 
19.  Debra Baumgartner of Newburg.  The defendant was on probation for Burglary in the Second Degree.  After failing to adhere to the terms and conditions of her probation, the Prosecutor’s Office filed a motion to revoke her probation.  Judge Hickle granted the motion and sentenced the defendant to five years in the Department of Corrections.  The St. Robert Police Department investigated this case.
 
20.  Brian Burns of Waynesville.  The defendant was on probation for Domestic Assault in the Second Degree.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Beger granted the motion and sentenced the defendant to four years in the Department of Corrections.  The Waynesville Police Department investigated this case.
 
21.  Jason Duvall of Waynesville.  The defendant was on probation for two counts of Possession of a Controlled Substance.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Hickle granted the motion and sentenced the defendant to four years in the Department of Corrections on each count.  The Pulaski County Sheriff’s Department investigated this case.
 
22.  Benjamin Wieprecht of St. Robert.  The defendant was on probation for felony Driving While Revoked.  After failing to adhere to the terms and conditions of his probation, the Prosecutor’s Office filed a motion to revoke his probation.  Judge Wiggins granted the motion and sentenced the defendant to four years in the Department of Corrections.  The St. Robert Police Department investigated this case.
 
23.  Justin Waters of Mexico, Missouri.  The defendant pled guilty to Possession of a Controlled Substance. Judge Hickle sentenced the defendant to seven years in the Department of Corrections.  The Crocker Police Department investigated this case.
 
24.  Jason Rickerson of St. Robert.  The defendant pled guilty to Possession of a Controlled Substance.  Judge Beger sentenced the defendant to four years in the Department of Corrections.  The Pulaski County Sheriff’s Department investigated this case.
 
25.  Sable Sutherland of Laquey.  The defendant pled guilty to Domestic Assault in the Third Degree.  Judge Beger sentenced her to four years in the Department of Corrections.  The Pulaski County Sheriff's Department investigated this case.
 
26.  Bill Bennett of St. Robert.  The defendant pled guilty to Possession of a Controlled Substance.  Judge Headrick sentenced the defendant to four years in the Department of Corrections.  The Missouri State Highway Patrol investigated this case.

DAVID MILCENDEAU FOUND GUILTY OF CHILD MOLESTATION IN THE FIRST DEGREE AND STAUTORY SODOMY IN THE FIRST DEGREE

Pulaski County Prosecuting Attorney Kevin Hillman announces that after a two-day jury trial in Phelps County, after a change of venue from Pulaski County, David Milcendeau of Dixon was found guilty of Child Molestation in the First Degree and Statutory Sodomy in the First Degree.  The jury recommended a sentence of life imprisonment plus fifteen years, the maximum sentence allowed by law.  The final sentencing by Judge Beger will take place at a later date after a Sentencing Assessment Report is prepared.
 
“This month my office has worked to get convictions on three sexual predators who preyed on young children in our community and send them to prison where they belong,” said Prosecuting Attorney Kevin Hillman.  “Mr. Milcendeau’s crimes were particularly heinous and I know our community will be safer with him locked away in prison for the rest of his life.  I want to commend the hard work of Detective Nicole Cunningham of the Pulaski County Sheriff’s Department for her investigation of this case.  I also want to thank the efforts of the staff at Kids’ Harbor for their assistance on this case.   I want to commend my staff, especially Assistant Prosecutors Ken Clayton and Bryce Crowley for their advocacy and hard work at trial in obtaining a guilty verdict and a recommendation from the jury for the maximum sentence possible. Finally, I want to thank the jurors who heard the evidence in this case and saw to it that justice was served for this victim.”
