I think you should just file a blanket FOIA and Sunshine Law request for all e-mails from each of the Commissioners since they took office.  Start up a Pay-Pal account for us to chip in on the costs.

I suspect either there will be a massive, unexplained loss of data or several coincidental lightning strikes at certain places of business.

So who is to say he did travel that much to recover mileage, much less gas?

You can't, and that is why he's supposed to keep a mileage log and obtain reimbursement through the proper channels.

You don't just help yourself to company property in repayment because you say you are working hard.

Heck, I work in an office where I am a trusted employee, and occasionally I travel in my POV to do company business.  In the office administrator's desk is a large bank bag with about $1000 in petty cash.

Now the proper procedure for reimbursement is for me to log my mileage and submit it for reimbursement from the office admin.  She cuts me a check and the record is clean.

If I do it the "oh what are you complaining about I work my butt off" way, I should just stroll right into the office, take what I say is owed to me, leave a note saying who took it and tell my bosses to shut their yaps because I put in a lot of unclaimed and undocumented mileage on my car and I should be reimbursed.  No need to log and verify my mileage, no need to offer proof for repayment, just take what I say is owed me and then claim persecution should anyone question me.

Of course, in the real world, my ass would be shitcanned so fast the unemployment people will be laughing at me the second my butt hits the door.  He may operate as if he's Boss Hog and doesn't have to answer to a higher authority, but the last time I checked he is an elected official who answers to the voters.

If they can't see that the good ol' boy network of self-dealing and self-enrichment are destructive to the county, then they deserve commissioners like this.  I for one am sick of politicians using their seat to lord over the people who elected them, who talk down on those who dare criticize their wasteful and crooked ways, then act like its no big deal because heck, they work really hard.

Its high time some people around here stop thinking just about their political careers and start thinking about their duties and responsibilities as an elected representative in a position of trust, and to act that way in every aspect of what they do.

Of course, I'd also like the winning powerball numbers for the next huge drawing, and I suspect I have a better chance at divining those lucky numbers than I will of ever seeing a politician who doesn't have some ulterior motive for seeking political power.

He has done a helluva lot more than most can say (legitimately)...  he is not perfect and never has purported to be.  He is human and puts his pants on one leg at a time just like we all do. 

Thankfully -------   You have your opinion and I have mine.  That is what makes our country so great.  We have a choice and we have the freedom to choose who we think will do the best job.  I know who I will continue to support........

"Just wanted to give everyone a heads up on a story that will be in the Daily Guide newspaper.
The story is how I have put gas in my truck at the county shed and this story will be on the front page of the paper Friday Oct.31.
It is supposed to explain how in doing this I saved the county money, some have alluded that I have stolen the gas in question costing the county money.
The gas was put in my truck and a record of the day, date, gallons, and user was written on the county's fuel log with my name and ID number 25.
I have put over 20,000 miles on my truck as a county commissioner and none of this was used for personal business as some are claiming.
I could have filled out a mileage reimbursement form and charged the county 28 cents per mile and received a check for my vehicle expense instead of the way I did it.
As commissioner I never asked for any mileage money during the first three years of my term and never put any gas in my truck even though I put many miles on my truck on county time and ruined one set of tires that cost me $700.00 to replace out of my pocket.
As commissioner I traveled the roads in my district to see first hand the problems the citizens had called me about or to check the road conditions during the floods, ice storm and snow, I was out all hours of the day and night trying to make sure the citizens would be safe to travel on the roads in the eastern district, my district includes Big Piney,Buckhorn,Waynesville,St.Robert,Devils Elbow,Dixon and Hancock.
This is a large area with many subdivisions and miles and miles of county roads and numerous low water bridges that regularly flood with even the smallest amount of rain.
I just wanted you to hear this from me on a first hand basis and I hope this doesn't change your mind about my ability as commissioner.

ARGGHHHHHHHHH  can those who seek to detract from this man's service to the residents of Pulaski County give it a break? ???   I feel like we are right back in a grammar school mentality of innuendo, whispered rumors, etc. 
 
Did he log his gas use *look above*...hmmmmmmm looks like he did.  Where did he get the gas?  Oh, county gas, right?  Duly logged and noted with his county number.  Oh yes, that smacks me of someone who is trying to be deceiving right?   I would like anyone...  anyone, c'mon now don't be shy , to be the first person to stand up and say that this man has not worked his hind end off for the county residents.  I want someone to be able to say that he is not out there right along with his guys seeing what needs to be done and GETTING IT DONE.  When we are all safe and warm in our beds while good old Mother Nature was hammering us he was right out IN IT.  Oh yes, that is someone who is trying to rob the county. 
 
He went for years without getting any reimbursement for his expenditures and the wear and tear on his vehicle.  With the way that the gas prices have gone up it is little wonder that he would start logging his gas use while filling up at the county pump.   
 
I also believe that if you are going to start holding elected officials accountable for their expenditures made in the line of conducting county business that the correct policies and procedures should be updated/outlined/and be made specific for EVERYONE and that it needs to be the same system/paperwork used for all offices. 
 
I think that this whole situation has been sensationalized due the impending election.  The timing, wording, paraphrasing and staging is just to coincidental.  It really irks me to no end......

I was down there this morning and I saw nothing except very orderly troops with NCO's to make sure they stayed orderly. There was NO chanting for anyone, McCain or Obama. Soldiers who were not conversing amongst themselves were chatting with family and friends on cell phones.

I, too, think this was a marvelous gesture. there are far too many people who do not take the time to REGISTER to Vote...let alone VOTE and from past experience THESE are the people who complain the LOUDEST about Government.

As I will probably also be out of the area on Election Day, after I cast my ballot, I thanked the one group of soldiers for coming down to vote and also thanked the drivers for bringing them down to have that opportunity.

It appears to me that he actually saved the county some money but I'll leave it alone.  I do know for a FACT that I've seen him out and about on those back roads DOZENS of times.  Bottom line, I think this is a NON-ISSUE compared to with this enormous county deficit that's looming in the closet.

 his own words were 20,000 miles in 4 years that is 100 miles per week or in  32 wks thats 3200 miles  based on Average.   That means $896 at $.28 per mile versus $1133 for use of county gas.  So the county could save $237 if he followed the rules.   I.

See, this is where you are making a huge mistake.

You are assuming he is allowed to make the decision, on his own, to trade use of his vehicle for county gas.

He is not.  He is supposed to either use the county vehicle or to obtain reimbursement based on mileage, which he is supposed to keep a log of. 

He did neither.

Look at it this way.

Say a county employee marches up to the county commissioners and says, look here, I paved 1,000 miles of roadway in Pulaski County on my own dime.  I did it 25% cheaper than the county could have on their own.

Now, I don't have any records or proof of what I did, but I did it.  And for payment, I took 3 road graders, 2 county work trucks, 3,000 rolls of toilet paper and a gross of paper clips.  And so, by taking those things as payment for the work I did, I saved the county 25% off the cost of repairing those roads.

Is that how the county works now?  All someone has to do is claim that they did something and take payment in the form that they choose, without ever proving they did the work and against the established rules of the county?

Abso-effing-lutely not.  Not in a million years is that right.

His taking of the gas is not a tradeable offense for what HE claims is mileage and use expenses on his vehicle.  Reimbursement for POV use in NOT gasoline.  It is paid in mileage based on a log that at the very least creates a record that is verifiable in the face of accusations of impropriety.

Since he violated these rules and did not keep a log, then decided to pay himself in the manner he decides is best, he should suffer the consequences.

On top of that, the county has to replace the fuel he took, right? 

They bought it at $2.38 per gallon.  He took 476.4 gallons.  You have to factor in his cost to the county for replacing that fuel he took, and gas has been much higher than $2.38 in every month for the 9 months in 2008 referred to in the article.

No, as much as he'd like to paint this as a trade off that saved the county money, the way he went about it is so wrong and the claims he made as to mileage is unverifiable.  The numbers don't add up either, considering his claim of 20,000 miles in 3 years. 

There is simply no way around the fact that he did wrong and owes the county a lot of money.  He should pay back what he took at the $2.38 rate, then reimburse the county for the difference in what it cost to replace that fuel, then add interest and penalties.

If he'd stand up and admit he did wrong and paid back the taxpayers, then I'd consider it fair to allow him to claim the mileage, on the condition that he document the 20,000 mile claim in full.

Believe me I am no accountant but...

Are some of you saying that we can pay your employees in fuel without withholding income tax, medicaid, and social security from that income? Do any of you NOT notice the obvious problem here? Will this income be on his w-4 from the county? Isn't the county required to report this? I am asking all you people who think this is how we all should do business. So we are saying it's OK to do things this way, and can all just take everyones word on it? I doubt any of you, if you owned a business, would allow your employees as much free gas as they'd like. There are reasons mileage is required, it is so the county can document and report it, and then he is then paid by a check.

Do any of you not see the obvious problem with this behavior?

The thing people should know is that Farnham did this to me. What do they call that when "what goes around comes around?" anyway, he falsely accused me of things and wrote letters all over the place. He had a group place a letter in the Daily Guide, a very negative one, on a day just before the weekend and there was no Monday addition. The election was Tuesday, so I could not answer his lies. As I have said before, he is the dirtiest campaigner I ever faced. I went to his face about it. Don't think Farnham hasen't done this to others and this isn't coffee shop talk. He did it to me. He is not a honorable person.

He has already said he drives about 5000 per year and this year is only 10 months old.. I will let these facts speak for themselves. Your number actually paints a bad picture for Farnham. Bottom line is Farnhams useage and his claims of mileage don't add up. You are helping prove there is something wrong with this..... Think about it.. I shouldn't have to detail it..
 
Here was my posted response under the Daily Guide Article:

If Commissioner Farnham filled up his vehicle 49 times for a total of 476 gallons, then his average fill up was 9.7 gallons, not an entire fill up from empty as one would naturally assume. If his vehicle gets roughly 15MPG, that means he drove 7140 miles. At the county reimbursement rate of 28 cents per mile, driving 7140 miles would cost the county just under $2,000.00. I'll let these numbers speak for themselves.

More busses are ariving as I type. They are sending about 7 soldiers in at a time..

I have notified Darrell Todd Maurina about this, and he is on his way to the court house in Waynesville right now. People are telling me that Fort Wood is bussing 600 soldiers in to vote absentee.. I have been told the troops are chanting McCain. They are lined up from the old court house to the courthouse as we speak. I am told now that it looks like 100 in line. It is my understanding that because they are not residents they can only vote for President and Congress.
