At approximately 10:51pm on Nov. 21, 2010, a domestic assault incident which involved shots being fired inside a residence occurred at 20901-2 Highway Y, St. Robert, Missouri. This address is in the county. However St. Robert Police units copied the description of the suspect vehicle that had left the scene.

When the St. Robert Police officers attempted to stop the suspect he began to flee east on I-44 and St. Robert Officers began a pursuit. A Pulaski County deputy was also involved in the pursuit. The pursuit entered Phelps County and Phelps County deputies took over the pursuit. Attempts were made to spike the tires on the suspect vehicle. As the vehicle entered the Rolla City limits the car left I-44 and drove into the city. The pursuit ended on one of the college parking lots in Rolla. The suspect was taken into custody and later returned to the Pulaski County Jail. A shotgun was recovered from the vehicle.

An investigation at the scene of the shots fired incident revealed a shotgun had been fired in the home. Statements were taken from family members on the suspect’s actions and his reason for going to Rolla.

A statement of probable cause was sent to the Pulaski County Prosecutor requesting a felony charge of; unlawful use of a weapon and armed criminal action. A misdemeanor charge of domestic assault third degree was also requested. At this we are waiting for the response of the prosecutor and the suspect remains in the Pulaski County Jail on a 24-hour hold pending the filing of charges.

On Nov. 12, 2010, as the end result of a narcotics investigation in Pulaski County an investigator for the lake Area Narcotics Enforcement Group (LANEG) applied for and was granted a search warrant for a residence located at 27675 Rochester Road, Richland, Missouri.

The search warrant was served the evening of Nov. 12, 2010, by LANEG officers along with deputies from the Pulaski County Sheriff’s Office and members of the Missouri State Highway Patrol. A number of items related to the production of methamphetamine along with other narcotic paraphernalia were seized during the service of the search warrant. One male and one female suspect were taken into custody and a statement of probable cause was sent to the Pulaski County Prosecutor requesting charges for this incident.

The prosecutor filed one count of possession of a precursor drug with intent to manufacture methamphetamine, a class D felony, and two counts of endangering the welfare of a child, a class C felony, on Devyn T. Franklin, age 30, and Melissa R. Wright, age 38, of 27675 Rochester Road, Richland, Missouri.

At this time Franklin and Wright remain in the Pulaski County Jail pending the posting of a $50,000 bond.

On Nov. 6, 2010, at around 4:45pm, a Pulaski County deputy was sent to a location on Hardin Lane near St. Robert, Missouri, reference to a gunshot wound sustained by a male subject. The victim claimed he had been shot while walking in the woods. However a second subject at the residence said that there had been a gun on the floor prior to the arrival of the deputy. A number of other subjects who were named as having been at the residence when the shooting occurred had left the scene and could not be located. The firearm could not be located.

On 11-07-2010, the deputy returned to the scene and spoke with the victim a second time.  This time the victim told the deputy that there had recently been an attempted robbery at his residence and he had purchased a handgun for protection. As he was showing the firearm to several friends the gun discharged and shot him in the leg. At that point the firearm was hidden from the deputy.

A male subject was interviewed who stated that he had removed the firearm from its hiding place and had cleared the gun of live ammunition and had wiped fingerprints off the gun. The gun was then hidden in the woods near the residence because it was thought to be a stolen weapon. The firearm has since disappeared from the hidden location in the woods.

The deputy did not take anyone into custody but has submitted a statement of probable cause to the Pulaski County Prosecutor requesting a charge of tampering with physical evidence. At this time we are waiting for the decision of the prosecutor.

Violation of Order of Protection

On 11-07-2010, a Pulaski County Deputy was serving papers on Conway Road near D
ixon, Missouri, when he drove past a residence that had been the location of several recent calls for violations of an order of protection filed in Pulaski County Circuit Court. The deputy observed the subject of the order of protection standing on the front porch.

A short follow up investigation confirmed that the person who had obtained the order of protection was inside the residence and the fact that the order was still valid. The deputy arrested the white male subject and transported him to the Pulaski County Jail for a 24-hour hold.

A statement of probable cause was sent to the Pulaski County Prosecutor requesting a charge for this incident and the male subject remains in the jail on the 24-hour hold. At this time we are waiting for a response from the prosecutor on the requested charge.

On October 25, 2010, the Pulaski County Sheriff’s Office was contacted by a subject who stated that her daughter had stolen and forged five checks on her account. The victim was contacted by a deputy and the investigation was started.

According to the victim the checks were stolen from a residence in the 16000 block of Highway BB, Richland, Missouri. The victim stated that the bank had informed her of the five checks on Oct. 25, 2010. All five checks had been signed by the daughter; all five checks were in the amount of $120.00 each.

The daughter was arrested and taken to the Pulaski County Jail. A statement of probable cause was sent to the Pulaski County Prosecutor requesting charges for this incident. At this time we are waiting on the decision of the Prosecutor and the suspect remains in the Pulaski County jail on a 24-hour hold.

During April of 2010 a home owner in the 26000 block of Highway H near Waynesville, Missouri, hired a contractor to pave her driveway. An advance check for $3,300 was given to the contractor as a down payment for half the estimated cost of the project.
The contractor performed two hours of work and never returned to the job despite numerous calls and visits from the home owner.

In October of 2010, the home owner contacted the Pulaski County Sheriff’s Office for a criminal complaint of stealing by deceit. A statement of probable cause was sent to the Pulaski County Prosecutor requesting a charge in this case. At this time we are waiting for the decision of the prosecutor.

On September 21, 2010, the Pulaski County Sheriff’s Office was notified of a trespassing and property damage incident in the 21000 block of North Highway 17, north of Waynesville, Mo. Upon investigation it was determined that a dump truck had crossed a home owner’s lawn without permission and had caused damage to the property.

The suspect was later identified by the deputy and a statement of probable cause was sent to the Pulaski County Prosecutor on 10-21-10 requesting a charge for this incident. At this time we are waiting for the decision of the prosecutor.

Warrant Issued For Attempt to Smuggle Drugs Into a Jail

During April of 2010 a suspect being booked into the Pulaski County Jail was found to have suspected controlled substances on their person during the booking process. A deputy was summoned and opened an active criminal investigation of the incident.

The suspected drugs were sent to the Missouri State Highway Patrol lab and when the lab report was returned to the Pulaski County Sheriff’s Office in October of 2010, confirming that the substances were in fact controlled substances, the deputy filed a statement of probable cause with the Pulaski County Prosecutor requesting charges for this incident.

On Oct. 21, 2010, a warrant was issued for the suspect with a bond set at $15,000. At this time the suspect has not been arrested.

On May 23, 2010, a citizen filed a report with the Pulaski County Sheriff’s Office about an aggressive Pit Bull dog that had begun to chase him on a public roadway while he was out exercising in the Devils Elbow area.

A deputy went to the scene to investigate and the same Pit Bull approached him in an aggressive fashion causing the deputy to use a chemical spray to deter the dog. An additional witness was located who told the deputy the dog was normally running loose.

A statement of probable cause was sent to the Pulaski County Prosecutor on Oct. 6, 2010, requesting charges be filed on the owner of the dog. At this time we are waiting for the decision of the prosecutor.

Possession of Anhydrous Ammonia for Drug Manufacture

On Oct. 4, 2009, a Pulaski County deputy responded to a reported meth lab incident on Cherry Road near Dixon, Missouri. Upon arrival the deputy found what she believed to be a meth lab dump site and she requested assistance from a second Pulaski County Deputy who had been trained for meth lab incidents.

The second deputy responded to the scene and seized a number of abandoned items used in the manufacture of methamphetamine. A long term investigation followed and on Oct. 4, 2010, the meth trained deputy submitted a statement of probable cause to the Pulaski County Prosecutor requesting a charge on a specific individual for the criminal violations related to this meth lab dump site.

At this time we are waiting for the decision of the prosecutor.

Tampering in the First Degree

On Aug 2, 2010, the Pulaski County Sheriff’s office was advised by a victim that his car had been stolen by deceit and had been sold to another individual without his consent. A deputy completed an investigation and was able to determine that the vehicle had been taken by deceit and sold to another person. The vehicle in question was later recovered from the second person and returned to the owner.

A statement of probable cause was sent to the Pulaski County Prosecutor on Oct. 4, 2010 requesting a charge of tampering in the first degree be filed on the suspect in this case. At this time we are waiting for a decision on the requested charge.

On Sept. 24, 2010, the Laclede Electric Company requested assistance from the Pulaski County Sheriff’s reference a case where a customer was stealing electric power from the company in rural Pulaski County.

Working with Laclede County Electric officials the deputy was able to document the theft of 196 kilowatt hours of electric power through photographs and company records. On Oct. 3, 2010, a statement of probable cause was sent to the Pulaski County Prosecutor requesting a charge of tampering in the second degree for this incident.

At this time we are waiting for the decision of the prosecutor.

On Oct. 2, 2010, a female subject came to the Pulaski County Sheriff’s Office to report the theft of approximately 59 Vicoden narcotic pills from her prescription bottle. The female named as a suspect her former boyfriend. The female also provided the names of several other people who had knowledge of the theft.

During the investigation deputies obtained written statements from several people about the theft and the sale of several of the stolen pills along with remarks that were reported to have been made by the suspect concerning the pills and how he had obtained the pills.

On Oct. 2, 2010, a statement of probable cause was sent to the Pulaski County Prosecutor requesting charges for this incident. At this time we are waiting for the decision of the prosecutor.

Arrest for Financial Exploitation of an Elder Person

On Sept. 27, 2010, Pulaski County deputies were given a tip as to the whereabouts of a suspect wanted on an active Pulaski County warrant that contained three class C felony charges. The charges on the warrant were; financial exploitation of an elder person, theft, and forgery.

Deputies responded to a residence at 21385 Highway 28, Dixon, Missouri, and arrested Diana M. Hall, age 58, of 21385 Highway 28, Dixon, Missouri. Hall was taken to the Pulaski County jail and remains in the jail pending the posting of bond.

The Pulaski County Sheriff’s office has learned that the United States Department of Justice, Office of Justice Programs, awarded the Pulaski County Sheriff’s Office $6,200 from the Bulletproof Vest Partnership on Sept. 17, 2010.

The grant is for the purchase of twelve bulletproof vests at an average cost of $505.00 per vest. The federal grant has a 50/50 match requirement from the county. Upon the expenditure of the entire $6,200 under this program the federal government will send back to Pulaski County $3,100 from the grant. The vests purchased under this grant have a five year life span of use.

Quote from Sheriff King; “The purchase of a good quality ballistic vest is a prime requirement for our department. During the past four years we have had two deputies shot in the line of duty and in both cases the vest the deputy was wearing prevented a bad situation from becoming a fatal situation. This is a critical piece of equipment for us and we do our best to keep the deputies supplied with quality vests at all times. This new grant will certainly help our efforts.”

On 9-23-2010, Pulaski County deputies received a tip that a subject was in possession of 40 pounds of marijuana and was located at a motel room in St. Robert, Missouri. A specific description of the vehicle he was driving was also given to the deputies.

A follow up check revealed that the subject was not at the motel named. However a few minutes later he was located at a second motel along with the car that had been named. The subject was contacted and a subsequent search of his vehicle located just over five pounds of marijuana. The suspect was taken into custody and placed in the Pulaski County Jail on a 24-hour criminal hold while a statement of Probable cause was sent to the Pulaski County Prosecutor.

The Prosecutor file one count of distribuite/deliver/manfacture/produce a controlled substance, a class B felony, against Frank Scott Zeigenbein, age 47, of 19999 Rice Lane, Richland, Missouri. Zeigenbein’s bond was set at $25,000.  Zeigenbein posted bond and was released from custody.

At approximately 8:31pm on 9-20-2010, Pulaski County deputies were dispatched to a reported stabbing incident that had occurred at 27730 Spokane Lane, Waynesville, Missouri. Upon arrival deputies found a female victim who had been stabbed multiple times in the back and arms. The victim named her female assailant. In addition a witness at the scene also named the female assailant. The stabbing incident had followed an argument between the victim and suspect. The victim was rushed to a local hospital by the Pulaski County Ambulance District and was later flown to another area hospital.

The suspect was arrested and taken to the Pulaski County Jail and placed on a 24-hour criminal hold while a statement of probable cause was sent to the Pulaski County Prosecutor requesting charges for this incident. At this time the suspect is being held in the jail on the 24-hour hold along with an active Pulaski County traffic warrant for failure to appear on a careless and imprudent driving charge.

On Sept. 9, 2010, the Pulaski County Sheriff’s Office received a complaint that a sixteen year old female had been the victim of a sexual misconduct incident.  During the investigation deputies were told that the 16-year old had gone to the residence of an older male subject and had been subjected to sexual contact against her will.

The male subject was located and a deputy attempted to question him about the incident. The man did not speak to the deputy and requested his lawyer. A statement of probable cause was sent to the Pulaski County Prosecutor requesting charges for this incident.

On Sept. 9, 2010, the prosecutor filed one count of sexual misconduct in the first degree (RSMO 566.090) a class A misdemeanor on the male subject. A criminal summons was issued for the subject but he has not yet been served with the summons and his name will not be released at this time.

Arrest for Credit Card Fraud

On Aug. 7, 2010, Pulaski County deputies responded to a theft from a motor vehicle with property damage at an apartment in the 23000 block of Roswell Lane, Waynesville, Missouri. Investigation into the incident revealed various items including a credit card had been stolen from a motor vehicle.

The owner of the credit card had been notified that several fraudulent purchases had been made on the card including a stay of two days length at a St. Robert hotel.  The black male who had used the credit card to rent the rooms was later identified but not located.

On Sept. 11, 2010, the same black male returned to the hotel and again used the credit card to rent a room. Deputies responded to the hotel an arrested the suspect. The suspect was taken to the Pulaski County jail and placed on a 24-hour hold while a statement of probable cause was sent to the Pulaski County Prosecutor requesting charges of forgery, fraudulent use of a credit device, and stealing the credit device.

At the end of the 24 hour holding period the suspect was released from custody.

County Government Opinion / Debate Over a New Pulaski County Jail

I need some help. I need the opinions of the folks who hang out on our local websites about a serious issue.
 
Today, Sept. 9, 2010, our inmate list hit 94 names. I had to send 10 inmates to the Texas County Jail because Phelps and Miller were BOTH FULL and could not take them.  In the last nine years and up until June of this year we have spent just over three million dollars to house our inmates out of this county. I see this as a serious problem.
 
I would like to float a serious “trial issue” to our readers. The figures will not be exact but they will not be too far off the mark. What I need are your opinions on this trial issue.
 
The issue is a proposal to pass a ½ cent sales tax for the purpose of buying land, building and equipping a new jail to federal requirements, somewhere around the 140/160 inmate housing mark, along with a new Justice Center. At the end of a 9 year period (maybe 8 but no more than 10 years) roll the tax back to ¼ cent to maintain and staff and supply the jail.  The ¼ cent level should remain in effect for at least 8-10 years before it might have to be revisited. The proposed ½ cent tax to be quickly enacted (in 2011) so that by the middle of the year 2014 we would be looking at opening a new jail.
 
As I said a quick and dirty, more or less accurate plan, just as a TRIAL ISSUE TO STIR UP OUR LOCAL DEBATE so I will have some idea of moving forward or backing off.
 
How about it my fellow tax payers, any comments?

Arrest for Knowingly Burning & Exploding

On Sept. 7, 2010, during an investigation assist with the Missouri Division of Family Services Pulaski County deputies learned that a female subject was located at a specific address in the Richland area. The deputies had information that the subject had an active Pulaski County felony warrant for knowingly burning or exploding property.
 
The deputies responded to an address of 24223 Rustler Lane, Richland, Missouri and arrested Denise Dawn Perdue, age 46, of 24223 Rustler Lane, Richland, Missouri. Perdue is currently being held in the Pulaski County on the class D felony charge. Her bond was set at $5,000 on the warrant and she remains in custody at this time.

Arrest for First Degree Assault

On Sept. 6, 2010, Pulaski Counties responded to a physical disturbance at 22274 Highway Y, St. Robert, Missouri. An ex-husband was reported to have broken into the residence and assaulted people in the home.
 
Upon arrival the deputies were told that during the fight between the husband and the wife the husband had picked up a Charbroil grill from the deck and had thrown the grill at his wife. He missed the wife and struck his twelve year old daughter in the head. When this happened the couple’s eight year old daughter had attacked her dad and struck him in the chest. The husband/father grabbed the girl by the wrist and shoved her backwards.
 
Both of the children were taken to the Ft. Wood hospital by Pulaski County Ambulance, treated and released.
 
The male subject was taken to the Pulaski County Jail and placed on a 24-hour hold while a statement of probable cause was sent to the Pulaski County Prosecutor requesting charges for this incident. At this time the male subject remains in the Pulaski County jail on the 24-hour hold pending the filing of charges.

Sept. 7, 2010

On Sept.5, 2010, at approximately 12:30pm a Pulaski County deputy was sent to an address of 22880 Harlin Lane, St. Robert, Missouri, reference to a burglary. Upon arrival the home owner told the deputy the suspect was in the back yard and that she had video footage of him in her home.

The deputy found the male suspect in the back yard and arrested him. The subject was secured in a patrol vehicle and the deputy then viewed the film footage. The video showed the subject with a window screen in his hands and showed that he had used a towel to wipe his fingerprints off the inside door handle. The video also showed the male subject looking out of a window toward the driveway of the home. A concrete block was found under the window with the missing screen.

The male subject was taken to the Pulaski County Jail and placed on a 24-hour hold while a statement of probable cause was sent to the Pulaski County Prosecutor requesting charges for this incident.

The prosecutor filed one count of burglary in the second degree, a class C felony, on John Fitzgerald Mullings, age 38, of 112 Burson Street, St. Robert, Missouri. His bond was set at $50,000 cash only and he remains in the Pulaski County Jail pending the posting of bond.

Assault on Pulaski County Corrections Officer

On Feb. 9, 2010, an inmate in the Pulaski County jail became angry and was creating a disturbance in the jail. During the confrontation between the inmate and the jail staff the inmate deliberately spit saliva fluid from his mouth into the eye of a corrections officer.

A report on the incident was sent to the Pulaski County Prosecutor requesting charges be filed and a forced blood sample be obtained from the inmate for medical disease testing.

On Sept. 1, 2010, the prosecutor filed one count of assaulting a law enforcement/corrections officer, a class C felony, on Leslie Bernard Howard, who is currently an inmate with the Missouri department of Corrections. Howard will be returned to Pulaski County for arraignment at a future date.

On Sept 1, 2010 at 1:33 pm the Pulaski County Sheriff’s office was advised of a physical disturbance between a mother and son at 25902 Silver Lane, Waynesville, Missouri. Upon arrival deputies contacted the mother who stated that her son was out of control and following an argument had begun to throw things at her. One item was a small table which struck her in the leg. When she attempted to call 911 he had ripped the phone line out of the wall causing an injury to her hand.

The son was contacted and refused to comply with the deputies directions. He resisted arrest and was placed in restraints. A search of his person after the arrest led to the discovery of controlled substances. The suspect was taken to the Pulaski County jail and placed on a 24-hour hold while a statement of probable cause was sent to the Pulaski County Prosecutor for charges for this incident.

The prosecutor filed one count of assault in the second degree, a class C felony, one count of possession of a controlled substance, a class C felony, and one count of resisting arrest, a class D felony, on Richard Duane Sandusky, age 44, of 25902 Silver Lane, Waynesville, Missouri. Sandusky’s bond was set at $50,000 cash only and he remains in the Pulaski County Jail pending the posting of bond.

Sale of Sheriff’s Vehicles

The Pulaski County Sheriff’s Office will conduct a sealed bid sale of six used Ford Crown Victoria police cars and one Jeep Cherokee during the month of September. The Ford vehicles run from a 1997 to 2001 year models.  The Jeep is a 1994 model. Mileage on the vehicles runs from 150,000 miles and up. The vehicles will be sold “as is” and will not have any warranty from the seller.

The vehicles may be viewed at the parking lot next to the A Plus Tire store on Mo. 17 near the Waynesville City Hall. An on site inspection day will be held from 8:00am to Noon on Sept. 8, 2010. The vehicles may NOT be driven on that date due to the vehicle insurance being canceled. Information on the cars may also be picked up at the Sheriff’s Office. The revenue from this sale will go to the Sheriff’s Office.

Arrest: Endanger the Welfare of a Child First Degree

Aug. 29, 2010


On Aug. 25, 2010, the manager of a state licensed girl’s home located in Pulaski County reported that a fight had occurred between occupants of the residence on Aug. 24 which had caused injury to a 14 year old child.

Deputies responded and began an investigation. The victim had several egg size knots on her head along with other bruises. The juvenile victim was pulled to the floor during the fight and struck her head on a tile floor.

In addition as the manager attempted to break up the fight she was also struck by blows, sustained a broken toe, and also hit her head on the tile floor as she was pulled to the floor during the fight.

The suspect was located at the Waynesville Senior High School and was arrested by deputies. She was taken to the Pulaski County Jail and placed on a 24-hour hold. A statement of probable cause was sent to the Pulaski County Prosecutor for charges in this case.

The prosecutor filed one count of endangering the welfare of a child, a class C felony, on 18 year old Sarah Lynn Sagel, of 19252 Lambert Lane, Waynesville, Missouri. The bond for Sagel was set at $15,000 and she remains in the Pulaski County Jail pending the posting of bond

UP DATE

The Pulaski County Prosecutor has now filed an additional charge of assault in the second degree, a class C felony, on Sarah Sagel. Her bond on this charge was set at $25,000 and she remains in the Pulaski County jail.

On Aug. 28, 2010, during the course of an investigation Pulaski County deputies learned that a subject wanted on an active Pulaski County felony warrant had been seen at a residence located at 23770 Highway W, Waynesville, Missouri.

Pulaski County deputies went to the residence at a later time and arrived just as the wanted subject and two other persons were getting ready to leave the residence. The wanted subject was observed standing next to the car and was taken into custody without incident.

Arrested on the no bond warrant was Antonio Cordero White, age 20, of 23770 Highway W, Waynesville, Missouri. White was taken to the Pulaski County Jail and remains in the jail pending circuit court proceedings.

On Aug. 25, 2010, a Pulaski County deputy was sent to an address of 25490 Red Oak Road, Waynesville, Missouri, reference to a person being struck by a motor vehicle. The car was reported to have left the scene.

Upon arrival the deputy contacted the victim and other witnesses and was told that the incident had occurred when the victim and his wife had walked over to an unknown vehicle that was parked on their property and interrupted a theft that was in progress. During a confrontation with the theft suspects the husband was knocked to the ground by the vehicle as the suspects attempted to leave the property.  During the confrontation the victims recovered some stolen property from the suspect vehicle.

During the incident the husband noted the last three digits of the suspect vehicle license plate and the wife noted the first three digits. The license plate information along with the description of the vehicle was known to the deputies from previous contacts and the suspect vehicle and occupants were located later that day.

Both female suspects (sisters) were taken into custody and placed in the Pulaski County Jail on a 24-hour hold. A statement of probable cause was sent to the Pulaski County Prosecutor requesting charges for this incident.

The prosecutor filed one count of robbery second degree, a class B felony, on Alysha Ann Cook, age 23, of 25045 Red Wing Road, Waynesville, Missouri. Cook’s bond was set at $50,000 cash only and she remains in the Pulaski County Jail pending the posting of bond.

A charge of assault second, a class C felony, was filed on her sister Erin Paige Wieprecht, age 26, of 25045 Red Wing Road, Waynesville, Missouri. Wieprecht’s bond was also set at $50,000 cash only and she remains in the Pulaski County Jail pending the posting of bond.

The investigation of this incident will continue and additional charges are expected in the future. The victim from this incident was transported to a hospital for treatment of his injuries.
