Sorry Darrell.  It got out of hand because Common Sense was NOT used by the officer or her chain of command.  With a qualified vet located less than 300 yards away, common sense would say to call that vet so an INFORMED decision can be made regarding the health of the animal.  To me it was and will remain an incorrect decision, not to mention cruel, since the officer had no idea of deer anatomy.    Had I been there at the time, she would not have been allowed to shoot the fawn.  i would have moved it myself to the woods so the Doe could reclaim her fawn.  And please don't tell me the dead doe was the Mother.  Nobody knows that for sure.  The fawn was disposed of also without being checked for disease; so please have WPD tell us what affliction it carried?  As you know, when I feel I am right (and I am) you won't get me to back off.  And I reiterate, had one of us "peons" performed this procedure we would be in jail, no questions asked.  They have placed themselves above the law.  Just saying go ahead and shoot is not a lawful order.  Was the officer qualified to make assumptions on the health of the animal?  Certainly not.  Based on what information did the Chief make the decision?  I have lots of questions which will not be answered as they have no compunction to answer to citizens or "peons".  I will not change my view of the elitist attitude until they come clean and start treating people and animals with RESPECT.

I am a Waynesville resident. I have written privately to my city council member. The city council meets tomorrow, though realistically this matter can be and probably should be referred to committee for review.

I suggest that others who have concerns or congratulations in regards to how this matter was handled do the same. If this matter is going to be addressed, it will be addressed by changes to or clarifications of policy.

Getting mad at the police without addressing the eight councilmen who can actually do something helps very little.

Since I am in the county, I am sure my words will carry little if any weight.  I still have a Waynesville address and yes the PD does go outside city jurisdiction on occasion.  I will do my best to be there.  I am tired of the elitist attitude demonstrated by these people.  Time I step up to the plate and express in person.  I just called city hall.  Thursday at 1830 at City Hall for City Council Meeting.

I'm just going to mouth here and where ever else I please. I live in Dixon but I do bank at the MMCU and do business in Waynesville. If this person is who I believe it is then I have seen other things I am not impressed with. I took those matters as far as I could and got no where. Even if I can not get things changed, at least I brought attention to this matter and ruffeled a few feathers doing so.

You serioulsy aren't buying the fact that the Chief told her to shoot are you? Of course he's gonna take some of the heat off his officer. I AIN'T buying it for one minute!! And IF he did tell her to shoot in a public parking lot without checking himself to see if any citizens would be danger, I'd say there are serious issues with the WPD!!! I am a Waynesville resident and when I'm paying the salaries of these officers of the law, I expect a little more professionalism!

I agree with matrsnot. Furthermore I donít like to be told tone down or things are getting out hand. Your opinion once again cares no more weight than anyone elseís does.  AS long as we are not slandering a person this is an opinion board. We should be able to state our opinions and beliefs on any subject that comes up.  There is nothing saying that those that wish to vent on this site have any moral obligation to go to any meetings on any subject.  Right wrong or indifferent.  People can say you should go to a meeting but that is their opinion. I personally canít believe that anyone thinks that this was handled properly but thatís just my opinion. In my opinion it is our duty /right to make comments good or bad about things we as individuals  or groups believe are wrong or right and it should be said. This is especially true when it comes to government and law enforcement.  These two groups should realize that first and foremost they are PUBLIC servants therefore their actions are under the scrutiny of the public. This is a public forum anyone can get on here unless they violate the rules for this forum.  While this site may not carry a majority of people in Pulaski county it does carry some the most vocal. I would bet that a lot people on this site do go to meetings. I have been to meetings if it something I care strongly about and if I could. I donít live in Waynesville so I donít think I should attend. However I can and do have opinions on events that donít happen in my neck of woods.

ok i've had enough. to say that the officer acted outside of policies is one thing. whether you be wrong or right you are entitled to your opinion. no matter how educated or uneducated you are on how someone else should do their job you have a right to your opinion. but to go so far as to say that this officer is incapable of protecting the public if she needed to fire at a criminal is just wrong! all police departments including waynesville pd have extensive fire arms training and are required to meet standards with their weapon on a regular basis. if you think you are being funny, slander is not a joke. You all are so quick to criticize what the officer did and jump to conclusions regarding her training and abilities but, i'll bet this incident is the farthest thing from your minds if you ever really need a police officer. It's a deer, not an endangered polar bear killed for it's fur. find a real issue, this has gotten out of hand.
That has to be the most IDIOTIC comment i seen wrote in this forum in a long time....

I really hate it when people say "I pay your salary".  Would you tell a soldier of the U.S. military that? Because technically our tax dollars pay them, should everyone of them cater to your needs too?  And furthermore, if you truly think you pay their salary, then they pay their own salary too.   See how silly that sounds?

Yes.  I would tell the military that I pay their salary...I was in the military for 23 years and I know who I served and why.  I work for the DOD now and many times I've told others that they pay my salary.  And yes, taxpayers do pay the police salary and we have a right to expect them to be professional.  The leadership also needs to remember that the citizens they serve also VOTE.

After speaking to some people who were there and getting the same story from them, I am inclined to disbelieve the official statement.  The fawn WAS shot in the head.  It was standing in one spot.  She DID laugh when she walked away.  No children were Present.  Reckless endangerment anyone?  No person was in any kind of danger.

I'm not buying their story either.  I would be at the meeting tonight but I have an appointment that can't be missed.
I hope some people do go just to let them know there is some concern over how this was handled.

Seems I was the only one that went.  Had my say and left.  The mayor and chief were none to pleased with my comments which were short and to the point.  Reckless Endangerment is what I discussed.  I looked over the area where the shooting took place and houses all around.  Simple ricochet could have ended with a person being hurt.  The mayor studiously ignored my question about the disposition of the animal and I noted how there is no way to determine whether or not the animal was even "sick".  DTM was there and I am sure he will have comments later.
I did speak privately with one of the councilmen.  Seems there are some policy changes in the wind.  I pointed out to him some of the other things discussed on this forum and I can tell you the mayor reviewed this forum prodigiously.  Safety is foremost in my mind and recklessly endangering people over an animal they cannot prove was "sick" is reprehensible.

I agree. If people wanna start using that excuse...well they should realize that EVERYONE PAYS EVERYONES SALARY. Thats how business works. Saying that makes it sound like they want cops to be their slaves and do what they want them to do whenever they want to do it. That and its just disrespectful plain and simple.

Citizens pay cops with tax money. Cops pay citizens with the ultimate sacrifice. Same with soldiers. Since when is money worth more than a human life? This isnt a debate. Its the truth.

Policy for Dealing With Loose/Stray Pets and Wildlife
« Reply #199 on: November 15, 2010, 05:55:31 PM »
So...now with all the Nationwide publicity and all that the shooting of Rose the Newfoundland in Des Moines, WA...it's become sadly obvious that our law enforecewmtn need more education on stricter policies for handling situations like the Fawn and with Roise so that helpless wildlife and family pets do not die a savage death unnecessarily.

With this in mind, what ARE the "offiicial" polcies of the Waynesville/St Robert area when it comes to these situations ??

Do you feel that more/better training is needed ??

Here is what Oakland, CA law enforcement officers have coming:

For those of you whjo have not heard about Rosie...and you can get on Facebook...please check out " Justice For Rosie " for further details.

Then definitely some type of education &  training is in order. So, my next question is....where do the law enforcement offices which are employed by the City get the bulk of their training ? Aren't there annual requirements for continuing education ?  And shouldn't proper handling of  loose wildlife/pet be a part of that training ....
