This was being done as a "back up" because we are still waiting to see what actually happens with Prop C that was passed, since it pretty well guts the Healthcare Bill. It was believed by most in the House that in the event Prop C was knocked down, we needed to be prepared to move forward with what we were forced to.
As far as Sen. Cunnningham's comments, that is her opinion. To say that if the states don't do this the feds can't (don't remember from the story if that was her comment or someone elses) is something I don't buy into. The feds will do whatever they have to in order to get the states doing their part if this thing moves forward ...we were just trying to be prepared if Prop C doesn't stand. There were some triggers as to when this would go into effect, only if Prop C was kicked out, etc...
