I'd like to see the Mayor and her associates go spend one hour in the heat with those dogs.  If you aren't going to take proper care of the animals don't have a shelter.   They could at least put tarps over the top of the kennels to provide a little bit of shade.  Shameful.

My first thought was to say "I guess I would have been arrested then."  After thinking about it, if they think this is acceptable, I wonder what condition their jail is in?

The question is, if this was a citizen of Richland and the PD was called for animal cruelty, what would the PD do to the citizen?
The budget should be balanced, the Treasury should be refilled, public debt should be reduced, the arrogance of officialdom should be tempered and controlled, and the assistance to foreign lands should be curtailed lest Rome become bankrupt. People must again learn to work, instead of living on public assistance. Cicero - 55 BC, Rome

Sit in  your house all day in the "shade" with no AC and see how warm you get.  No windows open to let a breeze go through, just the front door open, where the sun can shine in, if it is at the right angle, and see how comfortable you are being there.

A car top is shade too, even with the windows down....it's unbearable. It being on cement makes it even hotter. I can remember burning my bare feet when I was a kid on the cement.

Sounds like nothing. It's sad that the officer's get to decide what is right and wrong in these situations. If someone is concerned enough to call, then there is more than likely an issue

When it comes to animals in richland the rules only apply to the regular citizens of richland,  if you are in city govt or friends of theres, the rules dont apply to them. I saw this when i lived in richland and owned a dog.  I had to have my dog chained up and couldnt let it run lose, yet my neighbor who were friends of a police officer were allowed to.

How hard would it be to tarp it and put a wading pool in there? I can donate that to them if they need it~ I also water down the dirt in my dog pens to keep them cool and change the water several times a day..

Probably nothing.  They would take the dog away and use it for target practice most likely.

Forget PETA, there aren't interested in one little animal. I called a couple of years ago about a starving horse and was told to call the law and let them handle it. Camden county sheriff's department told me that the horse was not in immenent danger and would do nothing. I took pictures and sent them to PETA. It was nothing but skin and bones. A few days later the horse was gone. This is horrible!
